Our Climate Challenge

Aotearoa has strong targets for the reduction of greenhouse gas emissions, and over the last few years the government has been taking big steps to roll out change to support the “Zero Carbon” Bill 2019.

2023 was a big year for sustainability in the screen sector. The government announced it is now mandatory for all screen productions seeking the 5% rebate uplift to implement sustainability measures on their production. The same year our advertising sector launched Ad Net Zero. Greenlit, built out of the sector, has launched to support productions in meeting these new objectives.

NZ Screen Production Rebate - 5% Uplift

Effective from 1 November 2023, international productions qualifying for an International Rebate and seeking a 5% Uplift will now need to meet mandatory sustainability criteria within the points test.

Zero Carbon Act

Climate Change Response (Zero Carbon) Amendment Act 2019

The Zero Carbon Act legislates New Zealand’s commitments to the international agreements set out above. It provides a framework by which New Zealand can develop and implement clear and stable climate change policies and places requirements on the Government to develop and implement policies for climate change adaptation and mitigation.

The two clear targets within this act are:

  • Reduce net emissions of all greenhouse gases (except biogenic methane) to zero by 2050
  • Reduce emissions of biogenic methane to 24–47 per cent below 2017 levels by 2050, including to 10 per cent below 2017 levels by 2030

United Nations Framework
Convention on Climate Change

New Zealand has made climate change commitments under the United Nations Framework Convention on Climate Change (the Convention), the Paris Agreement and the Kyoto Protocol.

Our emission reduction targets are:

  • to reduce greenhouse gas emissions to 30% below 2005 levels by 2030
  • an unconditional target to reduce our emissions to 5% below 1990 levels by 2020
  • a conditional target to reduce New Zealand’s emissions to between 10% and 20% below our 1990 levels by 2020
  • to reduce our emissions to 50% below 1990 levels by 2050
